This study aims to analyze the governance challenges facing Bosnia and Herzegovina, with a particular focus on the implications of the Dayton Peace Agreement on the country's political landscape. The research seeks to address the following questions: How do ethnic divisions and institutional inefficiencies impact governance in Bosnia and Herzegovina? What role can constitutional reform and military integration play in fostering a cohesive national identity and effective governance?  To explore these questions, a mixed-method approach is employed, combining qualitative insights from interviews with key stakeholders and quantitative data analysis of governance metrics over time. The findings reveal that entrenched ethnic divisions and fragmented institutions significantly hinder effective governance and EU integration. However, the study identifies that a comprehensive framework for constitutional reform, alongside the reform of the Armed Forces of Bosnia and Herzegovina, can serve as a catalyst for unifying the country. Military integration is shown to have the potential to transcend ethnic divisions, fostering a sense of national identity and shared purpose. Overall, the study concludes that addressing the structural vulnerabilities in governance requires a multifaceted approach that includes constitutional reform, institutional strengthening, and the promotion of a cohesive national identity through military integration. By implementing these strategies, Bosnia and Herzegovina can enhance its governance capacity and move closer to achieving its EU integration goals, ultimately contributing to long-term stability and state-building in the region.

The rapid emergence of the Fifth Industrial Revolution (5IR) is reshaping the relationship between technology, society, and education, challenging traditional conceptions of school leadership across the globe. While the Fourth Industrial Revolution emphasized automation, digitalization, and technological advancement, the Fifth Industrial Revolution places renewed emphasis on human well-being, ethical innovation, sustainability, social inclusion, and meaningful collaboration between humans and technology. These developments have significant implications for educational leadership, particularly in Fiji and the Pacific, where schools operate within unique socio-cultural, economic, environmental, and geographical contexts. Despite growing global discourse on future-ready education, many schools in the Pacific continue to be guided by leadership models rooted in industrial-era assumptions characterized by hierarchical decision-making, administrative compliance, and standardized approaches to teaching and learning. Such models are increasingly inadequate for addressing the complex challenges and opportunities associated with artificial intelligence, climate change, digital transformation, educational equity, and rapidly evolving workforce demands.

This conceptual paper argues that school leadership in Fiji and the Pacific must undergo a fundamental transformation toward a human-centred leadership paradigm that prioritizes people, relationships, culture, well-being, ethical decision-making, and sustainable development alongside technological innovation. Drawing upon contemporary scholarship on educational leadership, human-centred leadership, transformational leadership, digital leadership, and emerging literature on the Fifth Industrial Revolution, the paper examines how school leaders can foster adaptive, resilient, and inclusive learning environments capable of preparing learners for an uncertain and interconnected future. Particular attention is given to the integration of Pacific values, indigenous knowledge systems, communal leadership traditions, and culturally responsive educational practices within emerging leadership frameworks.

The paper further explores the implications of artificial intelligence, digital technologies, and Society 5.0 for educational governance and school improvement in Pacific Island nations. It proposes a Human-Centred Leadership for Human-Centred Futures Framework that positions school leaders as ethical visionaries, community builders, digital innovators, cultural stewards, and agents of sustainable transformation. The framework emphasizes collaborative leadership, learner well-being, social responsibility, environmental sustainability, equity, and lifelong learning as critical dimensions of future-ready schools.

The paper concludes that the success of educational transformation in Fiji and the Pacific will depend not merely on the adoption of new technologies but on the capacity of school leaders to balance technological advancement with human values, cultural identity, and collective well-being. By reimagining leadership through a Fifth Industrial Revolution lens, schools can become more responsive, resilient, inclusive, and capable of nurturing future generations equipped to contribute meaningfully to sustainable and human-centred Pacific societies.

Concerns regarding declining literacy and numeracy outcomes have become increasingly prominent within educational policy discussions in Fiji and across the Pacific region. These concerns are frequently framed as evidence of declining educational quality, inadequate teaching, curriculum shortcomings, or poor student performance. However, such interpretations often overlook a critical contextual reality: for the majority of students in Fiji, English is not their first language. Despite this, literacy and numeracy achievement is commonly assessed using benchmarks, standards, and expectations derived largely from English-speaking educational systems, particularly those of Australia, New Zealand, the United Kingdom, and other developed nations. This raises an important question: Are literacy and numeracy challenges in Fiji solely indicators of educational underperformance, or do they also reflect deeper linguistic, cultural, historical, and structural inequities embedded within assessment systems and educational policy frameworks?

This paper critically examines literacy and numeracy expectations in Fiji through a multilingual and postcolonial lens. Drawing upon literature from comparative education, language policy, sociolinguistics, postcolonial theory, literacy studies, and educational assessment, the paper argues that dominant deficit-based narratives often fail to acknowledge the complex realities of multilingual learning environments. It contends that literacy assessments may inadvertently measure English language proficiency as much as, or even more than, literacy itself, thereby disadvantaging learners whose primary languages differ from the language of assessment. Furthermore, the paper explores how colonial legacies continue to shape educational structures, curriculum frameworks, language hierarchies, and conceptions of academic success within Pacific education systems.

The analysis highlights the tensions between global educational benchmarking and local educational realities, questioning the appropriateness of comparing literacy and numeracy outcomes in Fiji directly with those of predominantly English-speaking nations. The paper argues that such comparisons risk obscuring important contextual factors, including linguistic diversity, socio-economic inequalities, cultural differences, educational resource disparities, and varying historical trajectories. Rather than viewing multilingualism as a deficit, the paper positions linguistic diversity as a potential educational asset that should be recognized and integrated into teaching, learning, and assessment practices.

The paper concludes that improving literacy and numeracy outcomes in Fiji requires a shift from deficit-oriented approaches toward more contextually responsive, culturally grounded, and linguistically inclusive educational policies. It advocates for the development of assessment systems and educational frameworks that better reflect Fiji’s multilingual realities while maintaining high academic standards. Ultimately, the paper contributes to emerging debates on educational equity, language justice, decolonizing education, and the meaning of educational success within multilingual and postcolonial societies. In doing so, it calls for a reconsideration of how literacy and numeracy are conceptualized, measured, and interpreted in Fiji and other Pacific Island nations.
